How Much Does a PHP Developer Cost in Germany? The Short Answer
| Hiring model | Typical cost in 2026 | What you pay for | Main risk for your company |
|---|---|---|---|
| Employee | Salary budget €54,000-€66,000, total employer cost about €65,500-€80,000 | Every working day, including holidays and sick days | Notice periods and dismissal protection after six months |
| Freelancer | About €80 per hour on average | Hours actually billed | Scheinselbständigkeit (false self-employment) |
| German agency | Typically €110-€150 per hour, €180+ at premium firms | Delivered scope, including project management and QA | Highest hourly cost, less direct control |
| Dedicated developer through a provider | Fixed monthly fee per developer, quoted per engagement | Full-time capacity, with holiday cover and replacement handled by the provider | Time zone and data protection contracts if the team is outside the EU |
Comparing hourly rates directly is misleading. An employee's salary also covers holidays, sick days and slow weeks, while a freelancer's rate covers only productive hours. The sections below convert each model into cost per productive hour, so you compare like with like.
What a PHP Employee Costs Your Company in Germany
Salary Budget by Seniority: Junior, Mid-Level and Senior Hires
For budgeting, Indeed's German data puts the average PHP developer salary at €58,143 a year. Junior hires average about €54,000 and senior hires about €66,267. Payscale's figure for early-career developers is lower, at about €47,605.
The salary gap between a junior and a senior hire is only about €12,000. In legacy work, a senior's output can differ far more than that. A senior who can safely refactor untested code is usually the cheaper hire per finished change.
Salary Budget by Hiring Location: Stuttgart to Dresden
StepStone's medians show that salary budgets vary less across German cities than many hiring managers expect.
| Hiring location | Median gross salary | Typical range |
|---|---|---|
| Stuttgart | €51,500 | €43,600 - €61,600 |
| Hamburg | €49,800 | €41,600 - €59,200 |
| Düsseldorf | €48,900 | €40,400 - €57,800 |
| Berlin | €48,100 | €39,900 - €57,300 |
| Leipzig | €45,600 | €38,700 - €53,800 |
| Dresden | €44,800 | €37,800 - €54,500 |
StepStone's medians run lower than Indeed's averages because the two platforms draw on different data. Use one source consistently when you set an offer.
If you hire remotely, the gap between Stuttgart and Dresden matters less. Strong candidates compare your offer with national salaries, not just local ones.
Total Employer Cost of a PHP Developer: Salary Plus Arbeitgeberkosten
The gross salary is not what an employee costs your company. German employers pay roughly half of each social insurance contribution on top of the salary. In 2026, according to the TK and the Frankfurt IHK, the employer's share is:
- Pension insurance: 9.3%, half of 18.6%.
- Unemployment insurance: 1.3%, half of 2.6%.
- Health insurance: 7.3%, half of the 14.6% general rate, plus half of the fund's additional contribution. The average additional contribution is 2.9%, so the employer's half is about 1.45%.
- Long-term care insurance: 1.8% (1.3% in Saxony).
The insolvency levy (Insolvenzgeldumlage) adds another 0.15%.
These contributions stop at a salary ceiling. Health and care contributions are capped at €69,750 a year, and pension and unemployment contributions at €101,400. Above roughly €70,000, the employer's effective rate therefore drops.
| Gross salary | Employer contributions (approx.) | Total employer cost | Effective surcharge |
|---|---|---|---|
| €54,000 | €11,500 | €65,500 | 21.3% |
| €58,000 | €12,350 | €70,350 | 21.3% |
| €66,000 | €14,050 | €80,050 | 21.3% |
| €80,000 | €15,960 | €95,960 | 19.9% |
Accident insurance (Berufsgenossenschaft) and the U1 and U2 levies for sick pay and maternity cover come on top. Their rates vary by employer and insurer. Equipment, software licenses, recruiting fees and training are also extra.
Cost per productive hour. Take the €58,000 hire. Assume 30 days of holiday (the legal minimum is 20 on a five-day week), about 10 public holidays and 10 sick days. That leaves roughly 1,680 working hours a year. At a total cost of €70,350, each productive hour costs your company about €42.
Probation and Notice Rules That Affect Your Hiring Risk
Probation in Germany can last up to six months. During probation, either side can end the contract with two weeks' notice under §622(3) BGB. After probation, the basic notice period is four weeks to the 15th or the end of a calendar month. The notice period increases with the employee's length of service.
After six months of employment, dismissal protection under the Kündigungsschutzgesetz applies in companies with more than ten employees. From then on, ending employment requires a legally recognized reason.
For a legacy codebase, use probation deliberately. Give the new hire a real refactoring task in the first two months. You learn whether they can work safely in your old code while two weeks' notice still applies.
What It Costs to Hire a Freelance PHP Developer in Germany
Freelance Budget: Hourly and Day Rates You Should Expect to Pay
When you hire a freelance PHP developer in Germany, expect to pay around €80 per hour on average, based on more than 9,600 PHP profiles on FreelancerMap. Interim and senior profiles cost more. The matching platform Fratch quotes €63 to €113 per hour for interim PHP developers across Germany, and €480 to €880 per day in Berlin. Platforms like Fratch add a 10% to 15% markup on the freelancer's rate.
Here is the comparison that matters. A €58,000 employee costs your company about €42 per productive hour, while an average freelancer costs €80, nearly twice as much. But you pay the freelancer only for hours you use, with no notice period or dismissal protection.
The break-even point. Divide the employee's total cost by the freelance rate: €70,350 divided by €80 is about 880 hours. If you need less than about 880 hours of PHP work a year, roughly half-time, a freelancer costs your company less. If you need more, employment is cheaper per hour. A freelancer working full-time for a year costs about €134,400 (1,680 hours at €80).
Scheinselbständigkeit: The Compliance Risk for Companies Hiring Freelancers
Scheinselbständigkeit (false self-employment) means a freelancer formally works for themselves but in practice works like an employee. Authorities assess this by looking at all the circumstances together, not a single criterion. The financial risk falls mainly on your company as the client, which owes the full social insurance contributions. Claims can reach back four years, or up to thirty years if the misclassification was intentional.
Legacy work is especially prone to this problem. A legacy maintenance contract often becomes open-ended. The freelancer joins your daily stand-ups, works through your internal ticket queue, uses your laptop and bills only you. That pattern looks much like employment.
To reduce the risk:
- Define deliverables rather than working hours.
- Let the freelancer use their own equipment.
- Accept that they work for other clients.
- If in doubt, use the free status-determination procedure (Statusfeststellungsverfahren) with the Clearingstelle of the Deutsche Rentenversicherung Bund under §7a SGB IV. Ideally, apply before the engagement starts.
Agency and Dedicated Developer Costs for German Companies
What German PHP Agencies Charge
German software agencies typically charge €110 to €150 per hour, and premium firms in Munich or Frankfurt charge €180 or more. Specialist boutiques can be cheaper: Shopware agencies in Berlin charge around €90 to €130 per hour.
An agency's rate includes project management, QA and holiday cover. Without an agency, you absorb these costs in-house. When comparing quotes, look at the total hours estimated, not just the hourly rate. An agency that needs 300 hours at €140 costs less than one that needs 500 hours at €100.
Werkvertrag vs Dienstvertrag: Fixed-Price vs Time-Based Contracts
German law distinguishes between two contract types:
- Werkvertrag (§631 BGB): the provider owes a defined result. Your company formally accepts it (Abnahme), and the provider is liable for defects. Agencies price this risk into the fixed price.
- Dienstvertrag (§611 BGB): the provider owes the work itself, not a result. Billing is based on time spent, and your company carries the scope risk.
For legacy PHP, combine the two. Nobody can promise a fixed outcome before reading the code. Start with a short Dienstvertrag for the audit, then sign a Werkvertrag for the upgrade once the audit has defined the scope. This avoids paying a large risk buffer on a fixed price for work nobody has examined yet.
Dedicated Remote PHP Developers: Cost, Time Zone and DSGVO
In this model, a provider supplies full-time developers for a fixed monthly fee. The provider handles employment, holiday cover and replacement. For transparency: Cypherox offers this model, and our engineers work from Rajkot, Ahmedabad and London.
India is 4.5 hours ahead of Germany in winter and 3.5 hours ahead in summer. A German morning overlaps with an Indian afternoon, which leaves enough shared time for stand-ups and code reviews.
Data protection needs attention if developers can access personal data, which is common in a legacy application with a live customer database:
- Under Article 28 DSGVO, your company needs a data processing agreement (Auftragsverarbeitungsvertrag, AVV) with the provider.
- If the team is outside the EU, you also need a valid transfer mechanism, such as the EU Standard Contractual Clauses.
- A simple practical step reduces risk: give developers anonymized staging data instead of production access.
Employee vs Freelancer vs Agency vs Dedicated Developer: Total Annual Cost Compared
This comparison assumes one full-time equivalent of 1,680 productive hours, using the figures above.
| Employee (€58k salary) | Freelancer (€80/hr) | German agency (€110-€150/hr) | Dedicated developer | |
|---|---|---|---|---|
| Annual cost to your company | about €70,350 plus equipment and recruiting | about €134,400 | €184,800-€252,000 | Monthly fee × 12, quoted per engagement |
| Cost per productive hour | about €42 | €80 | €110-€150 | Depends on the quote |
| Legal risk | Dismissal protection after 6 months | Scheinselbständigkeit | Low | AVV, plus transfer clauses if outside the EU |
| If the person leaves | You rehire, which takes months | You rehire | The agency reassigns | The provider replaces |
| Best for | Long-term product ownership | Under about 880 hours a year | Defined projects needing several skills | Ongoing capacity without hiring |
The table leaves out three costs that are easy to forget:
- Your own management time, which is highest with freelancers.
- Hiring lead time, which is longest for employees.
- Ramp-up on an unfamiliar codebase, which every model pays once and legacy code pays twice.
What Drives PHP Developer Costs in Germany
Framework Specialization: Laravel, Symfony, Shopware, TYPO3 and OXID
Germany has its own PHP ecosystem. Shopware is a German e-commerce platform, German public bodies and universities widely use TYPO3, and OXID eShop serves many German retailers. Employers hiring for Shopware, OXID and Symfony together advertise salaries from about €41,000 to €81,000. That wide range reflects how differently companies value niche platform experience.
Niche platform skills mostly increase your search time, not your salary budget. A strong Laravel developer can learn Shopware's internals. Hiring someone who already knows your exact platform version saves weeks of ramp-up, which matters most when deadlines are fixed.
Matching Seniority to Your Project Scope
New features with a clear specification can go to mid-level hires. Payment integrations, ERP connections and untested legacy modules call for seniors, because one mistake in those areas costs more than the senior premium. As shown above, that premium is only about €12,000 a year in salary terms.
Should You Require German When Hiring a PHP Developer?
For your hiring process, requiring fluent German shrinks the candidate pool and extends the search. Ask for German only when the developer will work directly with German-speaking users, stakeholders or documentation. Code, tickets and reviews can be in English.
On-Site, Hybrid or Remote: How Location Changes Your Hiring Cost
Remote hiring lets you recruit beyond expensive cities and widens your candidate pool. For freelancers, it also lowers the Scheinselbständigkeit risk: daily presence at the client's office at fixed hours is one of the strongest signs of employment.
Cost to Hire a PHP Developer for Legacy Code in Germany
Legacy PHP typically means code on an unsupported PHP version, few or no automated tests, an outdated framework, and business logic that only one person understands. Hourly rates for legacy work are not much higher, but each change takes more hours.
Why Legacy PHP Work Costs More per Change
Without tests, every change needs manual regression checks. With tightly coupled code, a fix in one module can break another. A Berlin modernisation agency estimates corrective maintenance on legacy code at four to eight days a month at €550 a day, or €26,000 to €53,000 a year. That is spent keeping the application running before building any new features.
PHP End-of-Life Dates German Companies Must Plan For
Each PHP version gets two years of active support, then two years of security fixes only. After that, it receives no fixes.
| PHP version | Security support ends |
|---|---|
| 8.1 and older | Already ended |
| 8.2 | 31 December 2026 |
| 8.3 | 31 December 2027 |
| 8.4 | 31 December 2028 |
| 8.5 | 31 December 2029 |
On 21 October 2026, php.net published a security advisory about critical remote code execution vulnerabilities and urged users to update. Supported versions receive these fixes. Versions past end of life do not.
If you upgrade now, target PHP 8.4 or 8.5. Upgrading to 8.3 gives you only a year of support before you face the same problem again.
Legacy PHP Costs by Scenario
The figures below come from one Berlin modernization agency. Use them as orientation; your own audit sets the real budget.
| Scenario | Published cost | Typical timeline | When it fits |
|---|---|---|---|
| Code audit | €3,000-€6,000 | 1-3 weeks | Always first |
| Version upgrade with tests and security fixes | €8,000-€18,000 | Months 2-4 after the audit | Structured code, sound business logic |
| Incremental migration (strangler fig) | Between an upgrade and a rewrite, spread across modules | 12-18 months | Mixed SQL, HTML and logic; the app must keep running |
| Full rewrite | €60,000-€150,000 for an SME application, up to €120,000-€300,000 for 80-150 screens | 12-18 months | Small apps, or architectures that cannot be saved |
At an €80 freelance rate, the €8,000 to €18,000 upgrade range is about 100 to 225 hours of work.
The same agency gives a warning about large codebases. On roughly 100,000 lines without tests, a straight version upgrade usually breaks 15% to 30% of screens and can end up costing almost as much as an incremental migration. Once modernized, plan for about 12% to 18% of the rebuild cost per year in maintenance.
Security and DSGVO Risks of Running Unsupported PHP
Article 32 DSGVO requires security measures that take the state of the art into account. If your application processes customer data on a PHP version with publicly known, unpatched vulnerabilities, it's hard to argue you meet that requirement. If a breach happens, Article 33 generally requires your company to notify the supervisory authority within 72 hours.
A second risk does not show up in any budget: dependence on one person. When the only developer who understands the code leaves, every bug becomes an investigation. That makes structured knowledge transfer, while that person is still available, worth paying for.
How to Assess a Legacy PHP Developer Before You Hire
Check that candidates can work with:
- Characterization tests: they write tests that capture the code's current behavior before changing anything.
- Rector: they can use it to automate repetitive changes across PHP versions.
- PHPStan: they use static analysis to find type errors before production does.
- Dependency checks: they use composer audit to find packages with known security vulnerabilities.
- Incremental migration: they know the strangler fig pattern, where new modules gradually replace old ones while the application keeps running.
A useful interview task: give the candidate a 200-line legacy file and ask how they would change one behavior. A strong candidate starts by writing tests, not by editing the code.
Estimating Your Budget: Two Worked Examples
These are example calculations built from the market rates cited above, not client results. Use them as templates and replace the inputs with your own figures.
Example 1: Six-Month Shopware or Laravel Feature Project
The scope is one developer, full-time, for six months: about 840 productive hours.
- Freelancer at €80 per hour: about €67,200.
- German agency at €110 to €150 per hour: €92,400 to €126,000, including project management and QA.
- Employee: about €35,175 for six months of total cost. This only makes sense if the work continues after the project. Hiring lead time and notice obligations also don't shrink to fit a six-month need.
Verdict: For a fixed six-month scope, the freelancer is the cheapest option. Use a project contract with defined deliverables to keep the Scheinselbständigkeit risk low.
Example 2: Upgrading a PHP 7.4 Order Management Application to PHP 8.4
Assume a mid-sized internal business application with some tests, used daily by staff.
- Audit, under a Dienstvertrag: €3,000 to €6,000. This produces a module map, a list of vulnerabilities and outdated dependencies, and a cost estimate for each scenario.
- Upgrade with tests on the critical paths, under a Werkvertrag: €8,000 to €18,000.
- Total: €11,000 to €24,000, or roughly 140 to 300 hours at €80.
Verdict: If the audit finds SQL, HTML and business logic mixed in the same files, stop and re-plan as an incremental migration. Spending €18,000 on an upgrade that breaks a fifth of the screens costs more than migrating module by module.
How to Hire a PHP Developer in Germany in Six Steps
- Document the starting point. Note the PHP version, framework, test coverage and who currently understands the code. These four facts drive every quote you'll receive.
- Pick the model with the break-even rule. Under about 880 hours a year, a freelancer usually costs less. Above it, consider an employee or a dedicated developer.
- Choose the contract type. That means an employment contract, a Dienstvertrag or a Werkvertrag. Add an AVV if the developer will touch personal data.
- Test on your real code. Use a paid trial task for contractors, or a structured probation task for employees.
- Check the freelancer's status. For long engagements, use the Statusfeststellungsverfahren before work starts.
- Onboard with anonymized staging data. Make a small, low-risk fix the first deliverable.
If you'd rather skip recruiting, you can hire PHP developers in Germany through a provider that handles the shortlist and replacement for you
How Cypherox Supports German Companies With PHP and Legacy Upgrades
Cypherox places PHP developers who work in Laravel, Symfony, CodeIgniter, WordPress and custom PHP. They join live systems and bring older codebases up to current PHP versions. Engagements can be full-time, time-based or fixed-scope, depending on whether you need ongoing capacity or a defined upgrade.
For legacy applications, we start with your PHP version, framework, and testing situation, then propose a shortlist of developers who have worked with that kind of code. Our engineers work from Rajkot, Ahmedabad and London, so we set up the data processing agreement and transfer clauses at the start of each engagement.
